The measurement of partial discharges has become one of the most popular means of assessing the degree of aging in solid electrical insulation systems. In particular, PD testing has become the principle means of assessing motor and generator stator winding condition. However, both off-line and on-line PD tests on complete stator windings are not absolute. This is caused by the inductive nature of stator windings, as well as the fact that PD is often a symptom of insulation deterioration, and not the direct cause. Since PD tests on complete stator windings can only be comparative, it is not possible to define on a general basis, a universal "acceptable" PD activity level for both new windings and windings that are in service. However, this paper does propose some alternative means for users to specify PD limits for new windings using vendor or purchaser databases, or the trend in PD during the warranty period.
