LOCAL E-GOVERNMENT: CONCEPT AND CORRELATES

E-government is increasingly described in terms of both government and governance functions. Recent measurement systems have articulated the overall e-government concept even further. Five dependent variables - an overall e-government score as well as individual measurements for the attributes presence, interaction, transaction and e-democracy are analysed using explanatory (regression) models. The explanatory variables are drawn from the relatively small extant evaluation literature on e-government as well as from a synthetic review of evaluation studies of more general Internet. The correlation/regression analysis is performed for 238 cities in the US using 2002 measures for the dependent variables and most current measures for explanatory variables. Results confirm that there is variation in the set of explanatory variables for multiple component attributes of the overall e-government concept.
