中国科技创新政策价值取向与评估框架

摘要

本文从政策科学的研究视角,对科技创新政策的价值问题进行了探讨分析,凝练提出中国科技创新政策具有政治功能、科技进步、经济效益、社会发展和生态进化等基本价值取向,并确立了事实评估与价值评估相结合为主的评估理念.在此基础上,基于中国国情和科技创新政策内容与特点,研究构建了以价值评估为内核、技术分析为工具,涉及政策制定、执行和效果各环节,全过程回应的综合评估框架,并就该评估框架的实践应用进行了分析和展望.%Based on the policy science research perspective,this paper discusses and analyzes the value issue of science,technology and innovation (STI) policy,summarizes and proposes the fundamental value orientation for Chinese STI policy including political function,ST advancement,economical benefits,social development,ecological evolution and so on.And it also establishes the concept on combination of facts evaluation and value evaluation.Given this understanding,this paper constructs a comprehensive evaluation framework according to Chinese ST&I policy's content and characters.The framework consists of value evaluation as the kernel,technical analysis as the tools,involves the whole process of policy making,policy implementation and policy effect.After that,the comprehensive evaluation framework's practical application situation is analyzed and prospected.
