根据评价指标选取的相关原则,结合学者们的前期研究成果及反复咨询多名专家意见,将国家科技奖励制度运行绩效评价指标分为奖励投入和奖励产出两大类.然后构建了融合层次分析法和数据包络分析法的AC2R评价模型,运用DEAP软件计算得到国家科技奖励制度运行绩效的有效值.研究表明:1979-2011年国家科技奖励制度运行绩效都没有同时达到技术有效和规模有效,即奖励投入存在冗余现象,而奖励产出相对不足.因此,要提高国家科技奖励制度的运行绩效,从评价指标体系及其评价结果来看,建议调整奖项设置,适当增加人物奖的比例,实行动态的奖金方案,并着力提高国家科技奖励制度的信息化水平.%According to the related principle of evaluation index selection, and combined with scholars early research achievements and experts' andvices, we divided the appraisal indexes for the operating performance of national Science and Technology Award System into two categories; award input and award output. The paper calculated effective value of NSTAS operation performance through AC R model by DEAP software. From 1979 to 2011 , the operating performance of NSTAS never achieved technology effects and scope effect simultaneously , which means that award input had redundancy and award output was relatively insufficient. As a result, to improve the operating performance of NSTAS, we should adjust the awards setting, increase the proportion of the contest, take a dynamic bonus plan, and improve the informatization level of National Science and Technology Award System.
