战略性新兴产业公私合作制培育模式分析:基于混合组织的视角

基于战略性新兴产业的社会效益和经济效益双重目标,本文从混合组织理论的视角,在交易成本理论框架下探讨战略性新兴产业公私合作制的培育模式.首先,在PEST(政治、经济、社会、技术)框架下分析战略性新兴产业公私合作制培育的环境要素；其次,基于中间层组织理论分析其生成机制；最后,结合公私合作制模式的优势,针对战略性新兴产业公私合作制培育的具体措施给出相关建议.%As the dual goals in social and economic benefits of the strategic emerging industries, this paper explores the public-private partnerships (PPPs) mode of developing strategic emerging industries under transaction cost theory framework from the perspective of hybrid organization theory. First, the institutional factors of PPPs development in cultivating strategic emerging industries are presented under PEST ( Politics, Economics, Society, Technology) framework. Then, the formation mechanism is analyzed based on intermediary organization theory. Finally, some operation issues in developing strategic emerging industries are discussed connected with advantages of PPPs.
