针对羊流镇土地管理现状与需求,借鉴城市网格化管理成功的经验,基于地理信息系统、无线通信等技术,构建羊流镇土地网格化管理与服务平台.该系统采用以村镇行政区划为基础的不规则网格划分方法,将羊流镇土地划分成不规则等级空间网格体系,并设计了15位的划分网格标识码;以网格化管理手段对村镇土地管理流程进行再造,研究并设计了4层框架体系:基础设施层、数据层、业务逻辑层和应用层.研发的羊流镇土地网格化管理与服务平台能提供羊流镇土地单元网格划分、网格数据信息采集、网格监督事件处理以及基本农田管理的功能.通过在羊流镇的示范应用表明,平台对羊流镇土地的执法巡查、流转监管、基本农田保护等业务进行了精准监控,落实了层层管理、责任到人、任务到人的管理体制,为土地全方位、高效精准的管理提供了数据与技术支撑.%By taking account of the current situation and the demands for precise land management in the Yangliu township, referring the successful grid-based urban management system, and applying the geographic information system, the wireless communication and other innovative technologies, a grid-based land management and service platform for Yangliu is developed. The administrative-based irregular grid division method for townships and villages is deployed to divide the land of Yangliu into an irregular hierarchical space grid system; and a 15-digit grid identification coding system is also designed. The rural land management procedure can be upgraded via the grid management; and a four-layer framework system is designed, including infrastructure, data, business logic and application. The gridbased land management and service platform offers four functions: land unit grid classification, grid data information collection, grid supervision event handling and basic farmland management. The demonstrative application of the developed platform for Yangliu shows that this platform is useful for accurate monitoring of law enforcement and patrol, land transferring supervision, basic farmland protection and others. As a result, it implements a management system of layer-upon-layer management, accountability for individuals and tasks for individuals, to provide the data and technical supports for a comprehensive, efficient and accurate land management.
