Seoul-General Motors Corp.'s successful push into South Korea's insular automobile market is more than a victory for the U.S. auto maker. It also marks a turning point for Korea's economic-reform efforts. During the late 1990s, after decades of shutting the door to foreign investment, South Korea began courting outside money to help alleviate its recession. In 2000 alone, foreign multinational corporations poured in a record $15.69 billion-more foreign-direct investment than Korea took in between 1962 and 1995. But more recently, that momentum stalled. Pressure by unions and the local news media helped scuttle recent takeover efforts by American International Group Inc. and Deutsche Bank AG, sparking fears among foreign investors that Korea was falling back into old habits.
