On land or sea, it's tough for up-and-coming carriers to get their hands on bandwidth. Just as regional operators try to maintain a hammerlock on local copper, a small club of global operators keeps a tight grip on most of the world's submarine cables. Powerful players like AT&T (Basking Ridge, N.J.), British Telecommunications PLC (London), MCI Worldcom Inc. (Jackson, Miss.), and Nippon Telegraph and Telephone Corp. (Tokyo) start cable projects and end up hoarding the capacity. They outbid smaller carriers, muscling them out of the action—and corporate networkers out of competitive services.
