Powell, who last year installed DSL circuits for Pacific Bell (San Francisco), claims that some competitive carriers are still deploying ADSL lines encoded with CAP (carrierless amplitude phase modulation). The CAP encoding scheme interferes with transmissions on other cables in the binder, causing bit errors on T1 and ISDN circuits that take a bite out of performance.
