Buying services from global carriers or consortia can be troublesome. Because carriers create partnerships with carriers in other countries or lease capacity on subsea cables, net managers don't always know whose circuits are carrying their traffic—or who's to blame when outages happen or service degrades. But Global Crossing Ltd. (Hamilton, Bermuda) aims to change this situation by building, owning, and operating an entire global IP network end-to-end, including terrestrial fiber and subsea cables.
