http://dx.doi.org/10.5902/2236130813546 An appropriate management of construction and demolition waste (CDW) is a necessity for most municipalities today. Its lack or inadequacy will result in environmental degradation. This work aims to increase knowledge on the current situation of CDW management at the municipal level in the State of Rio Grande do Sul (RS), Brazil. A review of the legal basis and a model system of CDW are presented. Information was collected with a questionnaire and interviews to environmental managers and analysts from the municipalities of Bagé, Canoas, Caxias do Sul, Lajeado, Novo Hamburgo, Pelotas, Porto Alegre, Santa Cruz do Sul, Santa Maria, Santana do Livramento, S?o Leopoldo, Sapucaia do Sul e Uruguaiana. These represent 36% of the RS population and, by delegation of competences from the State, have enlarged their action on environmental licensing. Results showed varying degrees of fragilities and successes in the development and implementation of municipal CDW management systems, regardless of geographical and socioeconomical characteristics of the 13 municipalities. Most of them already have solid waste management plans and CDW management legislation. However, 69% do not have environmental education programs or actions specific for CDW, 77% do not possess programs for CDW reuse, recycling and processing, and 69% informed that their technical teams have not enough staff. While 62% have control over the transporters of CDW, 46% already offer delivery points for small generators and 62% have estimates for CDW volumes generated. Municipalities from a same intermunicipal consortium were also the minority (31%) perceiving their CDW management as 'satisfactory’. It is hoped that the information provided here may contribute to the strengthening of CDW management systems.
